After an admission that the error being experienced by the OP is real but not related to server population the thread gets closed. Is turbine really to the point where any issue just gets buried now? Not even an offer of assistance or a method to overcome the problem, just locked. How about telling the guy how to fix his problem Sapience?

I think the forum moderation at LOTRO has hit another new low...

Apparently someone didn't read the full post. The player is sick of his server (for more reason than he listed) and is looking for a new one. Then Sapience swoops in, offers up a non sequitur comment and closes the thread. So the thread is closed because the OP was confused about the issue?

What part didn't I read?;

Yes, I have heard all the platitudes about being kind to the newbies, and I am sympathetic up to a point - but there are limits.

I read that as the OP thinking that his server is full and he needs to move. Several posters attempt to help the OP with the error message and then Sapience chimed in at the end. Sapience's comment confirmed that the error message he is receiving has nothing to do with the server population but says nothing about what to do to fix that even though several people posting are all experiencing the same issue.

It wasn't just the OP there were several other posters complaining of the same thing. What I would have thought Sapience should have done is explain what the error is and how to overcome/bypass it. Even telling the guy to /bug it or report it Tech Support would have been more professional than saying....'The server's not full' thread closed...

The server error message was just the 'last straw'.  He was looking for a quieter server to move to as the main thrust of his complaint that Withy had become too busy.

Ultimately I think it wouldn't have mattered as if he goes to a quiet server, it will probably be put up as the 'preferred server' at some point, then he'll be back where he started.  He should probably stay on Withy and ride out the wave and it will probably be back to normal in a couple of months.  However this is the sort of advice he can't receive now as the thread was closed.

Well, technically the OP can open a new thread asking solely for advice on which server to move to, as he no longer interested on staying on his current server (Withy). He need not discuss the overcrowding, but could state he is looking for a quieter, less-populated server, and leave it at that. This bypasses the reason the thread was (wrongly) closed in the first place, and should not be actionable by Turbine's rules.

... and because I'm making double-time-and-a-half for working the morning of America's Independance Day, I'll not get into the whole issue of Turbine and following their own rules. I'm in a good mood, and wish to stay that way.

The reason why Turbine is so touchy about this is that it touches another aspect of false advertising.

When the move to f2p was announced people were told that VIPs get priority in the login queues. As we have seen, that never worked when the servers were actually full, and there is a class of "server full" messages that are not related to how many people are logged in.

Continued discussion in that thread would have brought up both aspects quickly, and Sapience's job is to prevent that from happening.

I know Turbine states these messages are not related to the servers being full, but for some reason I've only seen them when my server has become the recommended server.

They are related to some form of load but it isn't people on the server. The in-game population as observed by those currently in isn't exceptionally high.

It seems to be related to some piece of code related to the login process itself.

As I understand, the error occurs when the login server itself is full, which has a far lower capacity than the zone servers, and has no load balancing method (layering). Although most should exit the login server in seconds (as soon as their character enters the game world), new players take up far more time, due to keeping their connection to the login server active the entire time that they're making a new character.

So in a manner of speaking, the error does mean that a server is full, but that subserver only has a tiny fraction of the capacity of the realm, completely unrelated to the overall population.

I was told something almost identical when I lost my T9s to a broken relic unslot scroll.

Basically, Turbine's refund/replacement policy is "NO", regardless of what any other official Turbine pages may say on the subject.
