I normally wouldn't advocate buying from Steam (not after their shit approach to customer service) but I've made enough money selling cards are got for free from leaving games running in the background on my PC that I can get this for free. The sale is 50% off and is on until April 13th 2014. Civ 3 was fantastic but I would say it is probably going to feel a little dated now, V is very good, if it were me and I didn't already own all of them I would just buy V. You still need to purchase WoW (and pay a subscription after the included 30 days runs out) to play past Level 20. I think what you're referring to is that when they eliminated Burning Crusade, Lich King and Cataclysm as separately purchasable expansions, they upgraded everyone who owned at least the base game accordingly. The BC/Cata expansion races and LK class were also made available to anyone with the base game. You still need Mists to play a Pandaren and/or a Monk.
